Education

  • To monitor the educational activities at Primary school level in Tribal area one Dist. Educational Officer (Agency) post with office staff is sanctioned.
  • Upper Primary to College level Tribal Welfare Educational activities is under the control of Dy. Director (TW)

ASHRAM SCHOOLS

  • The schools are functioning in residential pattern from class 3rd to 10th.
  • All the Tribals in the district are eligible for seeking admission.
  • The students will be provided Education with boarding, lodging and incentives like Uniforms, Note books, Text books, Plates, Glasses, Trunk boxes and Blankets, Cosmetics etc.
  • A separate Day wise Menu is prepared for class 3rd to 7th and class 8th to 10th and implementing in all TW institutions to provide Nutritious food to ST boarders
  • Regular Medical Check up is conducting in all TW institutions by the Medical Officers of nearby PHCs twice in a month.
  • In addition to regular medical check up One ANM is engaged in each Girls institutions for regular monitoring of health condition of grown up girls.

TSTW Residential Schools & Junior Colleges (Gurukulam Institutions)

Until the year 1999, the Tribal Welfare Residential Schools were under the Management of the Andhra Pradesh Residential Educational Institutions Society(APREIS), which was later  bifurcated into Andhra Pradesh Residential Educational Institutions Society and Andhra Pradesh Tribal Welfare Residential Educational Institutions Society (G.O.Ms.No: 51 S.W (TW.Edn.I Dept) dated 03-06-1998) and APTWREIS popularly called Gurukulam, came into existence w.e.f. 3.6.1998 to take care of enrolment and retention of tribal children and improvement in the quality of education imparted to them with Head Quarters at Hyderabad. The Society started functioning effectively from 01.06.1999 after bifurcation from APREI Society.

  • These are functioning under control of TSTW Society for quality education.
  • Admissions through a Test for 6th class for sanctioned strength.
  • Medium of Instruction is English in all Gurukulams

BEST AVAILABLE SCHOOLS

  • Certain schools in tribal areas maintaining high standards of quality education have been identified as Best Available Schools. Pre-matric scholarships are awarded to tribal students who secure admission in these schools. Admission is on the basis of merit. 674 seats are available in Adilabad district under this scheme.
  • Under this scheme (6) Private Residential schools were identified by the District and State level committee.

Project Monitoring and Resource Cell (PMRC)

Project Monitoring and Resource Cell is started in December 1998 to perform the following functions:
To monitor the school complexes.
To consolidate the institutional data.
To organise training programmes for all the teachers and other functionaries
To assist the DEO (Agency) in academic matters

PMRC consists of  one PGHM and two School Assistants selected on deputation on the basis of merit.  The PMRC building has been constructed at Utnoor at a cost of Rs. 1.10 crores and with administrative block & dormitory block to take care of all training needs. PMRC entrusted with the academic monitoring responsibilities.

TRIBAL EDUCATION

  1. Tribal Welfare Ashram Schools & Hostels:

There are (54) Tribal Welfare institutions are functioning in Tribal Welfare Department under the control of Project Officer, ITDA Utnoor / Deputy Director (TW) Adilabad: Hq:  ITDA, Utnoor.

All the boarders admitted in TW Department Ashram Schools and Hostels are being provided Free food, and accommodation, quality education, required Text Books, required Note books, (4) pairs of Uniforms, Trunk Box, Plate and Glass, and Bedding Material, Hair Cutting.  Besides these Cosmetic charges are being paid @ Rs. 50/- per Boys per month and @ Rs. 55/- and Rs. 75/-  per Girls per month and sanitary napkins and in addition to that RO Plan, Inverters, Solar Lights and Solar Water Heaters supplied to the TW institutions.  All the children admitted in Tribal Welfare Institutions are being extended free medical treatment under JBAR Scheme.  The details of educational institutions functioning in Tribal Welfare Department are as follows.  During year 2013-14 the existing (3) TW Hostels converted as Ashram Schools at the time of Education fortnight.

XII  e-Hostels Online Monitoring System:

The Commissioner of Tribal Welfare AP Hyderabad has introduced the e-Hostel Online Monitoring System from 2013-14 for close monitoring of TW Hostel maintenance, in this system all the Ashram Schools were registered and also boarders registration along with Photos, Staff Registration, Uploading of Institutions photos, Uploading of Food provisions Opening Balances, daily, monthly students attendance, supply of Uniforms, Materials supply i.e., Note Books, Trunk Boxes, bedding Material, Plate and Glass etc.,  the system is very use full to close monitoring the hostel maintenance to the higher authorities.

During the year 2016-17 (60) seats allotted to ST students of Adilabad Dist. For admission into corporate colleges education and the College wise students are allotted through epass website.

Educational Activites

The O/o DTWO came in to existence in the year 1974 – 75 with the supporting staff with its Head Quarter at Utnoor. The DTWO Adilabad post has been upgraded as Deputy Director (TW) Adilabad Dist. Hq: ITDA Utnoor. The following programmes are being implemented with the Assistance of (8) ATWOs with their Hqrs. at Adilabad, Asifabad, Boath, Jainoor, Kagaznagar, Mancherial, Nirmal and Utnoor. The Deputy Director (TW) works under the administrative control of Project Officer, ITDA Utnoor. He is responsible to Project Officer, ITDA, Utnoor in respect of TSP area and Dist. Collector, Adilabad for all District.

Institutions & Enrollment of Students There are (116) Ashram Schools, (07) Hostels i.e., (123) Tribal Welfare Institutions are functioning under the control of Deputy Director (TW) Adilabad Hq: ITDA, Utnoor of which (116) Ashram High Schools and (07) TW Hostels. Besides this (905) Govt. Primary Schools (T.W.).

During the year (2012-13) it is proposed to provide admissions to 30,185 ST Boys and Girls in Tribal Welfare Ashram Schools and Hostels. All the boarders admitted in TW Department Ashram Schools and Hostels are being provided Free food, and accommodation, quality education, required Text Books, required Note books, (4) pairs of Uniforms, Trunk Box, Plate and Glass, Bedding Material and Slippers. Besides these Cosmetic charges are being paid @ Rs. 50/- per Boys per month and @ Rs. 55/- and Rs. 75/- per Girls per month. All the children admitted in Tribal Welfare Institutions are being extended free medical treatment under JBAR Scheme. Supply of Incentives to ST boarders for the year 2012-13

During the year 2013-14 the Commissioner of Tribal AP Hyderabad have been released the budget for Rs. 97.17 Lakhs towards supply of Trunk Boxes, Plates & Glasses, Cooking Vesels, Games Material etc., and orders were placed to the concerned firms to supply of Materials to the institutions with in a One Month. and Rs. 68.30 Lakhs towards supply of Cosmetic incentives items i.e., Bathing Soaps, Washing Soaps, Talcumpowder, Tooth Paste with Brush, Coconut Oil, Ribbens, Sanitary Napkins to Girls boarders and Shampoo etc.,

Punadi / QUEST

The Department of Tribal Welfare has been launched a programme called PUNADI, a quality improvement initiative in all the Ashram Schools and Residential Schools with a view to improve the basic competencies of tribal children in reading, writing, arithmetic and life skills among the students from 3rd to 9th classes. This programme was launched on 18-03-2012 and completed on 14-08-2012 and 15-8-2012 onwards the QUEST Programme has been launched for improving quality education in Tribal Welfare Institutions for which the Note Books and Teachers Dairies were printed and supplied to the institutions.

Construction of Ashram School & Hostel Buildings

In Adilabad District there are 116 Ashram Schools and 07 Hostels and 29 gurukulams and 905 GPS (Tribal Welfare) are functioning all the institutions are functioning in Govt. Buildings. Separate Engineering Wing is functioning under the control of Project Officer, ITDA Utnoor for all kinds of Engineering works.

It is also proposed to take up the following works in IAP grants during the year 2013-14. An amount of Rs. 3.00 Crore have been allocated for construction of Polytechnic Building at Utnoor. It is also proposed to construct a Permanent Building for B.Ed., College with an estimated cost of Rs. 3.00 Crores. It is also proposed to take up (12) works @ 25.00 Lakhs in (12) Gurukulams with an estimated cost of 3.00 Lakhs.

Vacancy of HWOs

In Adilabad Dist. Total (4) HWO Gr-I Posts Sanctioned and (4) HWO Gr-I working and Total (45) Hostel Welfare Officers Gr-II posts have been sanctioned. Out of which (20) working and (25) posts are vacant. Recently (21) HWOs were selected and allotted to TW Department through APPSC Out of which (6) candidates posting orders were issued and remaining candidates selection process under progress.

Pre-Metric Scholarships (BAS)

Under this scheme (410) Renewal ST students are studying in (6) Best Available Schools and an amount of Rs. 20,000/- per annuam per child are being sanctioned as a Special Scholarship on account of providing Free Education, Free Food, and Accommodation, Clothing, Shoe Shocks, Medical and stationary including Tuition fee and Special fee etc., during the year 2013-14 (406) Fresh seats were allotted to Adilabad Dist. for which (203) seats for 3rd class, 102 for 5th class and 101 for 8th class and counseling is to be held on 23-08-2013.

Post-Matric Scholarships

Under this Scheme all the ST students whose parent annual income is below Rs. 2.00 Lakh are being sanctioned Post Matric Scholarships as per the rates fixed by the Government from time to time. During the current financial year the following scholarships have been sanctioned to ST students.

Functioning of (15) Post Matric Hostels

To cater the needs of Post Matric students who are not having shelter and operating from Long distance TW Department has sanctioned (15) PMS Hostels in which (1450) students have been accommodated of there (15) Hostels (04) are located in govt. building and (11). Are in Private buildings. During the year 2013-14 it is proposed to construct (7) Buildings @ 100 Lakhs each where there is no Govt. buildings

Admission of Meritorious SSC Students into Corporate Colleges for Intermediate and EAMCET Coaching

The Government of AP has accorded permission for providing support for 92 ST candidates of Adilabad Dist. to access education at Intermediate level, Integrated with specialized coaching for IIT / JEE / AIEEE/EAMCET for 2013-2014 in Corporate Junior Colleges and the applying of students for admission in to Corporate Collage is under process.

DISHA Programme

In order to improve the Lively standards of 10th failed ST students it is proposed to organise a Coaching-cum-Persnality Development programme in the name of “DISHA” the expected out come of the Project is to ensure work readyness and employability of ST youth. In this connection (5) centres have been proposed to cover at least (1000) Boys and Girls in Adilabad District under this programme to development their personality so as to rise to the opportunities offered by the modern life. They will be given (9) months coaching including first (4) months shall be (a) coaching in failed subjects of SSC. (b) English work readness course (EWRC). And (c) Yoga and Games. At present (3) Centres are opened at 1). KB Complex Utnoor for Boys, 2). KB Complex Utnoor for Girls, 3) Adilabad for boys were opened and the training classes have been started to (357) SSC failed students and their examination fees also paid for Rs. 2,01,600/-.
